In the first photo, that roof is really a dark roof, but it looks like it's covered with snow here. It's all white, that is. That house has an attic, which would tend to keep the indoor temperature from warming the roof surface, allowing the frost to form even at Fullerton temperature. In the second photo, that wing of the house has no attic, so the frost only formed above the eve. The indoor temperature kept the surface of the roof, above the living space, from forming frost at that morning temperature. This is your home science lesson of the day.
